Encouraging staff to use discussion boards at work?

I setup a knowledge discussion board at work & are having trouble encougaging staff to use it.Any suggestions?

Why on earth would they want to use a discussion board instead of the current (phone, memo, whatever)?

Seriously, there has to be a reason. We find mostly it's access to better answers - like nobody in this office knows but the guy on the west coast does. Sometimes it's pasting (better than retyping).

One problem is people do not know how to ask a question without considerable practice.
