Energy saving light bulbs: power used when switching on.?

I know that switching an energy saving light bulb frequently on and off shortens it's life span, but what I'd really like to know is whether it uses more power in the process of lighting up than later when it is fully lit? I think not, that the power consumed is the same from the moment it's switched on. I have a bet riding on this one, so any info would be appreciated. Thanks.

  1. Myth busters did a show about it.  Basically a light off is a light off, you'll always save energy by just turning it off.

    The startup energy needed is minimal.
