Engine is bogged down and not running well at all??

Question

I have an 82 Honda Urban Express Moped I am fixing up to drive around my college town. I have cleaned the carb, new plug and new battery, new light bulbs, new flasher for the blinkers etc. But now that my electrical is in mint condition, the motor wont run well. It should do around 25- 30 mph but its topping out around 14 or 15. WHAT DO I DO?,could it be the rings/piston? Please let me know what you think.

Check for blockage in exhaust those small pipes get gunked up. and yes a rebuild wouldnt hurt also check air filter.

Sounds like one of a couple of things...1) maybe your too heavy? (no offence). 2.) Carbs are gunked b/c of using cruddy gas..pay the xtra couple of cents and get super/premuim. or 3.) u need a new spark plug
