  1. The best periodicals to advertise for engineering positions are in the society magazines of each of the different disciplines.  For instance, ASCE offers a monthly magazine for all civil engineering professionals, then supplements that with monthly journals in the specialties.  For structural engineers, the "Structures" magazine is well circulated.  The same is true for geotechnical, water resources, etc.  For mechanical engineers, go to the ASME website to advertise in their monthly publication.  Same goes for electrical engineers with IEEE.  You might also consider engineering trade groups, such as AISC, ACI, PCA, etc.  Finally, government organizations offer publications, such as the FHWA, and AASHTO.  All of these acronyms will be obvious in a google search.  Finally, If you live near a college that has an engineering school. go to their library and look at the current periodicals.

  2. Most of the engineers in my office read "design news".

There are many magazine and most cater to one engineering specialty or another, electrical, mechanical, manufacturing etc.

I can't direct you to a specific magazine though.
