Should many of the world powers actually have an engineering panel to begin reviewing engineering information, and begin collecting information? This will have to be done in the next eight years, I would think, to be able to implement low-emission strategies.

I'll say YES, as long as you make me the Senior VP of Engineering, Grand Poo-bah , Level 3.  I'll also need a 7 figure income, a private Boeing C-17, backdated stock options for AAPL, GS, GOOG, & RIO, an Escalade with 22' spiners, bling bling off eBaY, an Elvis suit, and a 500 million dollar golden parachute (like toasty-face Mozillo's CFC special) in case I s***w up and the board fires me!  Oh poopy!!!
