which is correct, do we need a "the" before "people"?

  2. For a general fact, the first one.

    E.g. 90% of people living in London do not have pets

    or something similar.

    For a set of people that you specify, then you need 'the'.

    E.g. 90% of the people asked in the survey did not have pets.

  3. use "the" if you are talking about specific people only. if you are just talking about the general public and dont mean a specific group, use 90% of people
