The question is not clear... One must guess what is behind teh phrase. And there is perception of unbalanced issues! Of course, there are environmental problems in Africa, however the resources to solve those problems are not there or are not sustainable. There are still too many decades of destruction and unfair economic exploitation that provoke this ever-worsening problem on environment management in Africa. Peace, training and education, investment and democracz could be some of the kez-words for the correct answer.
