Error Code (-5009: 0x8002802b) for Oblivion's construction set !Help!?

Question

I wanted to try out the construction set for oblivion but it wont let me install it, it says " please make sure you have finished any previous setup and closed other applications. If error still occurs, please contact your vendor: bethesda soft works (##ID_STRING1##)" I have closed all other closable programs and applications, but it still pops up, I have installed mods for oblivion, so maybe I need to remove them to install this, but any help would be greatly appreciated.

ive had this problem happen to me. sadly i had to uninstall the game and reinstall it. then install the construction set. if you have mods theirs a good chance they aren't compatible with your construction set. i hope i helped some
