Error message (-9808) Itunes store...Help Me Please!?

Question

I have tried EVERYTHING to try to get this error message to go away, so that I can log into my itunes store. I have spent the last 2 days on the phone with Apple, DELL, and Microsoft and everyone seems to be passing the buck. I have goggled this error and tried all of the suggestions. I have windows vista and I am going crazy! Any suggestions?
