Here's a hotel that's very close to the Arc de Triomphe, but is about double the amount you wish to spend. It's very hard to find a cheap hotel in Paris, let alone one near the Arc de Triomphe.

Also, if you don't mind being too far away and would rather save some cash, they have a great subway system in Paris.

The Arc de Triomphe is in one of the most expensive areas of Paris.

There is no hotel IN the arch, however, you can get a single room for 30 euros at the Hotel Tiquetonne at 6 rue Tiquetonne in the 2nd arrondissement. which is about 5 kms away.

I've stayed at the Astrid on Avenue Carnot, one of the streets that radiate from the Arc. The room was very small & expensive. I understand they've remodled evreything since I was there, but don't know if the rooms are larger, or if the price is still relatively high.
