Evaporator fan blade jams in ice buildup

evap fan jams in condensate drain ice build up. takes aprox 2 weeks to freeze up. condensate drain not plugged. evap coil heater element has continuity. possible defrost timer problem ?????????? no electrical diagram handy. guessing..... please help
