Even with fabric conditioner, towels go hard and rough when washed - any tips?

Even with newly purchased towels, as soon as you wash them they start to go hard.

Put in the minimum amount of fabric softener. I find that towels,socks etc go like that when I dry them outside on the clothes line but when I tumble dry them they are perfect. Good excuse to use the drier all the time!
