  1. The power pack is a possibility,  but it's an expensive part.    before replacing it,  try cleaning out the slow speed jet in the carb.  It's any easy repair, but if you're a novice, you might get away with a can of carbeurator cleaner sprayed into the air intake and everywhere around the inside throat of the carb.

Have a fire extinguisher handy (no kidding) and run the ventilator for 5 minutes before trying to start the engine.

  2. Check for any holes ....thats right holes in block, engine will run at high speeds like that if something has punched a hole through crankcase ! Check your base gaskets too and look for any sighns there  take wires off spark plugs, (safety)  manualy turn engine over, this will buid pressure in crank case ! if you do it slow you will feel it building and then Listen for air escaping! if you here it you will have to look at the crank seals also    eliminate this as well as your carburators as suggested then go to electronics   but it does not sound electrical to me !!!!

  3. First check the in line fuel filter.

Then check the slow running jet in the carb.

If it sparks at high revs it will certainly spark at low revs, so it isn't the powerpack.

  4. I would check all of the electrial connections. Might be an ignition/timing problem.

  5. start with the basics, you will need to do a compression check and spark check. 70hp rude compression should be 100-115psi, that age of a motor will most likely have carbon build-up so your numbers will be low, low compression isnt so bad as long as it is even.

If you got good compression, you then need to check spark, you say it seems weak, with out using a meter (with DVA) its hard to say if your powerpack has gone, i would say no, since it runs at higher rpms,

I would suspect carbs, you need to rebuild them, dont just spray carb cleaner down the throats, that does nothing for the jets inside, the carbs need to be disassembled to get to the jets.

  6. Start by investing in a shop manual, they cost approx. $25, it also has plenty of pixs. and charts for trouble shooting It could be anything from linkage to carbs, when all else fails read the book.
