Ever hear of the crappie catching secret?

I came across this crappie catching secret on the web. it is supposed to been around since 1947 and banned in 2 states. it is something that connects to a battery and i think it blows something in to the water that atracts bait fish wich attracts larger fish. i am courious to know if anyone has one and would like to comment on it.

"Telephoning" with a current was used to catch Spoonbill or paddle fish. Telephoning involved a country telephone that had its own crank and generator. It is illegal to do that, I'm not sure how many states, but I know of two states it is as well. I saw where a few guys were arrested for doing this in one of those states last year. I sure wouldn't recommend it.

its a myth or a scam. if there was such a thing everyone would be catching these fishese like crazy
