Every time that i go somewhere i see this weird,random sign that's black and white with a man's face on it.?

The sign is black and white.And it looks like a drawing of a man's face. and he looks kinda evil in a way. The sign is always on stop signs etc. and on people's bumpers on their cars. Can someone tell me what this means. Or what it's called at least?
