A chartered city is one governed by the city's charter, with laws modified by a majority vote of the city's residents. An incorporated city is one governed by elected representatives.

What I understand is the disadvantage with a chartered city is that the residents may not take action except on things that are in their direct interest, or they may be divided on the issues.
