it means that they CANNOT activate their flip effect.

obviously no. because the card says flip effects aren't activated.

your opponent may not activate the flip effect, now if the effect has something to do with the monster going from the field to the graveyard, then it is activated. such as Sangan.

a simple answer. NO. since flip effects can only be activated when the monster is flipped face up and Dark Gaia says: "Flip Effects are not activated at this time," they will not be activated unless they are flipped down again with book of moon or something latter on
