  2. It is not known. "Excessive speed"is often filled in as the cause, when it can't be determined what caused the crash, do statistics don't tell much about this.  Most people drive over the legal speed limits, so when accidents happen -- excessive speed is often sited, even though it was not the cause of the accident.  Most often, in my opinion, it is driver error, i.e. - lack of attention to driving & not judging traffic and road conditions correctly, and not knowing one's own abilities.  These errors happen regarless of speed.
