I don't really know of a specific website that teaches you how to write in journals or to better your English, but there are sites where you can keep journals/blogs: blogspot, livejournal, on myspace, etc.

I'm Asian as well and love to write. If you'd like a few pointers or some help, you can contact me and I'll gladly help in any [professional] way I can. I don't run games nor do I like mind games to be played, so you're safe, and hopefully I am too.
