Exempt from filing tax returns?

Take for example 2 ppl are married and make only $6,000 each year. Neither of the couples are self-employed. They also receive cash AID from TANF/Calworks. They live in California.

Would this situation make those 2 ppl exempt from filing a tax return?

  1. Yes it would, since $6000 is below the limit where they'd have to file a federal tax return.


  2. They would not be required to file a tax return, but they probably should file a return.

    If these folks are under age 65, they qualify for Earned Income Credit even if they have no children.  If they are over age 65, they may qualify for the Credit for Elderly and Disabled.  This year, they qualify for a $300 stimulus payment each, or $600.

  3. They would not be required to file a federal tax return.

  4. Not sure about Cal. but not for Federal.  State and Fed. Aid is not calculated into income for Federal.  Married couple needs to make $17,500 if filing joint return and are under 65, $18,550 if one over 65 and $19,600 if both over 65.  This year you would not be eligible for the stimulus check unless you filed even if you did not owe any taxes.
