Experienced Knitter Needed !!?

Question

I am working on a sweater and the pattern says work 3 ndl bind off on 16 sts for each shoulder seam. I have completed the back and this is the front I am on. I am assuming this has something to do with stitching the front to theback at the shoulders but don't know how it is done. Please help !
