Experiences with Visa Travel Money abroad?

I have read a lot of good things about the exchange rate using Visa travel money. Are there any fees associated with the exchange? If so, how much?

I'm a German citizen and have a German Visa acount.

When I order country music CDs from the states, they debit my account using the offical change rate and a fee of 1,5 % of the amount changed.

For getting cash, i don't have to pay an extra fee, if the amount of money cashed is available on my account.

If not I will be charged with a fee of 2,50 € in addition to the interest rate.

I don't see any reason, why the Visa system should not work vice versa for US citizens.
