  1. It depends on the expert. Ask 3 social scientists, you'll probably get 5 separate opinions. Unless of course they're all in the same department, in which case they'll probably all agree.

  4. I guess it depends on what social issues these people are experts in.

    I'd guess many would see poverty (or at least the effects of poverty) as a problem

    if you are to poor to even buy food you starve

    if you are to poor to see a doctor you die of sickness

    etc, etc.

    of course some will also see problems that can come out of trying to get people out of poverty, such as more people have money to buy stuff so we are using more and more resources.
