this is a preconceived notion that certain groups of pple / color/ creed etc are prone to criminal behaviour.  this is true and untrue.  a swallow doesnt make a summer.  but in the academic world, which is influencing the CJ system,  this has been entrenched. difficult to breakaway but slowly its happening.

therefore they assume that if we do certain things like in school, this group would change their adult behavior and pattern of life.  again true and false.
