  2. Well you have to relate this to "human capital" in general. The engineer and the tailor have specific and productive skills which can be seen as assets for the economy as it can now produce more goods / specific goods. Without the engineer you can't have bridges and without the tailor (Warning: I get silly from here on) your pants will be too long, you will look silly, and people will make fun of you, this leads to depression, which lowers consumer confidence, which leads to recession....
