  1. They both arise due to different processes in economy.

    Structural unemployment in general is due to change in economic structure (like change in technology, sectoral shifts, resource mobility inside economy, etc.)

    Frictional unemployment arises because people need some time to find jobs that best fits their skills, experience, education and knowledge already available (as opposed by  structural unemployment case there they need to change their skills, experience, education and knowledge)
