  1. economic growth will not always lead to development as the gains associated with growth are not always equally distributed.

    For example, many sub-Saharan countries have good economic growth rates but still inherent poverty as the gains from the growth are not evenly spread to the poor who need the gains the most.  There is something called 'pro-poor growth' which looks to alleviate this problem by selecting political and economic policies which are designed to stimulate economics growth which will particularly help those with the most need.
