  1. Because the atmosphere absorbs certain bands of radiation and those won't make it to the Earth's surface.  The ozone layer absorbs a lot of UV, so it's better to be outside of the atmosphere.  Similarly, water or water vapor can absorb certain bands of radio waves or microwaves, so that's why you might put those telescopes in dry areas.
