The term "cash a check" is used to refer to exchanging it for all cash, depositing it into a bank account, or a combination of the 2.  In general, checks are cashed at a bank, typically the bank that you have an account with.  If you go to a bank where you have an account set up, the only ID you will be required to provide will be your ATM card a PIN number.  While some banks will allow you to deposit a check on behalf of someone else, most will not cash a check for you if your name is not on it as the payee.  As long as you cash checks at the bank where you have an account, there shouldn't be a check cashing fee.
