What is the strongest Tornado ever recorded and how would one rate the biggest Tornado on the scale?

The strongest tornado ever recorded was recorded by Doppler Radar in May 1999 near Oklahoma City. It was tapped at 309 mph. The Xenia, Ohio one would come very close, The highest scale rating for any tornado is an F-5. No plans are in the works to go any higher than that, but they were tempted with that one.
