  1. idk

  2. As long as code will allow not that big of a deal, depending if DIY or not.

Not sure how much your going to do but here's a take.First check with your local city/county as for viability of proposed project. Most likely a permit will be required,do it as a homeowner improvement. There will be some inspections however electrical/plumbing needs to be done by a licensed contractor.

I would say a local handyman service can help guide you.Even with a one car garage a nice room could be done for within $5k with help and sweat equity.

I can see all the thumbs down already, who cares as it can be done.Yeah I'm a lic, insured, bonded, alien approved contractor.

    Good Luck

  3. run u about $20,000 to do it right......hvac....lower the ceiling...flooring...insulation...electr... ..trim...

    lic. gen. contractor

  4. Not sure but the ones I see don't have proper HVAC, winter time is to cold, and to hot in the summer. and they forget to cover the driveway with soil and grow grass, and they just put siding in place of the big door. So you might start by pricing windows for the garage door opening, Heating and cooling the duct work, and landscaping the driveway, I wouldn't remove the cement, But  you could bolt a lamp post out there to the concrete and put a little bench and some box gardens and paint a walkway with curves and then fill in the rest.
