That's really too small to be able to tell what the girl is wearing exactly.

I'd suggest Some skin toned eyeshadow all over the lid.

Dark brown shadow in your eye lid crease.

A shimmery cream color shadow for a brow highlight

Fill in your brows with a brow pencil.

Black eyeliner and a couple coats of black mascara!

use liquid eyeliner. start at the inner corner of your eye and wing it out on top lid. then do the same on the bottom. basically draw your shape first and then fill it in with the liquid liner ( use could use pencil if you arent good with liquid but the liquid is darker and looks like the pick) then apply black eyeshadow on top of the liner to set it and make it last allday. ps dont but liquid on the waterline of your eye. ouch. good luck
