that depends on the role you want the aircraft to take. if you want an air superiority fighter, then no question the F22 is the one to go with. on the other hand if you want a decent fighter that is also a good ground attack plane, then the F35 is the way to go. partner them up however and you have a formidable force to deal with.

The F22 is the better aircraft. However it is also significantly more expensive and a bit more specialized. It is capable of air to ground attack, but that would be a waste of it's superior air to air capabilities.

The F35 is cheaper and can therefore be purchased in much larger numbers. It is a capable fighter, but more emphasis is placed on ground attack.

The F22 gains and maintains the air dominance so that the F35 can bomb the enemy. In the early stages of gaining air superiority the F35 would assist the F22, then later would largely fill the ground attack role.

In air to ground, its F-35.

Overall as a total military package, I'd say the Raptor is the pick.

The F-22 Raptor was designed as the best air superiority fighter possible.  It was designed with stealth, speed, and maneuverability in mind, while being able to engage and defeat any aerial target it is put up against.  It was meant to replace the F-15 series of aircraft.

The F-35 JSF was designed as a highly versatile, fighter/attack aircraft.  Its main purpose was to provide a single airframe that many variants could be built on.  In the US, it's meant to replace the F-18 hornet on Navy carriers and the F-16 family of fighters in the Air Force, as well as giving a new platform for VTOL (vertical take off-landing).  It was also meant to replace the British AV-8B Harrier, again, as a VTOL aircraft.  

In terms of which is better, the F-35 is more versatile, while the F-22 is far superior in air combat roles.
