FEMA- Federal Emergency Management Agency. They are supposed to respond to domestic disasters. And they're supposed to provide aid to victims (disasters they respond to are like Hurricanes, like Hurricane Katrina and fires, stuff like that). However, they have been criticized a lot. Particularly their role in Hurricane Katrina was awful...they did not provide help fast and have, from what I have read, done a poor job overall. But everyone is welcome to have their opinion about this organization/group. Sorry if I was overly biase d.
