  1. my oldest sister and her husband are going thru this process..be prepared, its very involved and takes a long time.  like the other answer, contact the local social services office in your city, they are the starting point.  there are many visits, meeting and training sessions involved, but in my opinion thats great, so hopefully potential parents are screened and bad ones weeded out.  My sister has many home inspections and visits from social services and since their litle boy is in pre-school teachers as well as doctors are always questioned about my sister and husband.  to me its well worth the effort.

  2. Hi,

Contact your local social services and ask them how. I'm honestly not to sure, but I'm sure they wouldn't turn you down!

Either contact the social services or the council. Either that or perhaps try the local government in your area. That's probably a long shot though.

Most of all I'd say contact social services.

On the DHS and DOH part I have no idea. I'm not exactly an expert on this, so I'm sorry but I can't help you with that.

    Good luck!!
