FREE program that converts MP4's/DVD's to MPEG's?

I can only seem to find links of 5 minutes trial versions (stupid right?). I was wondering if anyone might have a link they can help me out with of a site that gives a FREE (no trials, no price tags) download to a software that will allow me to convert MP4 files to MPEG's. I would even appreciate something that rips DVD's into MPEG's. I'm desperate, and any help would be greatly appreciated!!

The only free program I know (but I am not sure if it can do all you are asking) is the free CDEX series. I use that to rip CDs etc. Check out their website to see if you might come across what you need.
