  1. Its tule. Its roughly 1.50 a yard at walmart. The stiffer stuff called netting is only about 60 cents a yard.

  2. That looks more like tulle/netting to me.  It is pretty cheap.  Depending on the length you need you can buy it in spools or by the yard.  It needs to be gathered pretty tightly to get the "tutu" look.  The picture you linked to looks like the edge is trimmed on a serger with a multi-colored thread.  Looks great but tulle won't raffle so you don't really have to do that.  I'm linking to an online store but I've never used them.  It should be pretty easy to find in white - a little harder in colors.

  3. Try a Jo-ann's Fabric store. I got my tulle there last year for $0.99 a yard. I know most fabric stores have it. Not sure if Walmart does. They might.

  4. Maybe $1-5 per yard. Here's the same fabric for $4.75 on-line. There's black and other different colors to chose from. That material is called Organza. If you are looking for the rainbow trim like that, click the second link. The trim is  $3.69 for 2 1/2 yards.  Click the third link for a rainbow wrap like the top part part of the tutu (2" hieght, 4 3/4 yards long for

    $6.99).
