Facebook - Can you block someone who isn't friends with you yet or who you were never friends with?

If you've never been on someone's friends list and you're not someone's friend on facebook, can they still block you?

yeah you go to privacy and type the name of person you wanna block, then click enter then click block this persom

Yes, you do it by typing in their name on the privacy settings page.  You can see the box at the bottom.  http://www.new.facebook.com/privacy/?ref...

However, if their profile is not searchable and completely hidden.  You cannot block them.
