no if they have it set to private you wont be able to, but if u poke someone or send them a message it might allow u to see some of their photos depending honw how high their privacy settings are.

Nope.

Well, technically you could create a malicious Facebook App with the intent to look at pictures without being their friend.  However, that requires a lot of programming and work that you're probably not willing to put in.

Also, you may be able to see a few pictures of them if they are linked to your other friends.
