  2. A fair sample would be a random sample.  A biased sample is just that - biased in some way.

    Say you were going to determine the number of atheists in America.  A fair sample way to do it would be by calling 100 random number (well, actually, a few thousand would be better, but for argument's sake) and asking if they were atheists or religious.  Ask enough people, and you come close to the 10% usually reported.  A biased sample would be going to a church and asking how many people were atheists.  You'd probably just get 0% - but you've biased your sample by asking at a religious institution.
