Lashes go on first then you can put the liner on.

I personally line my eyes first, then apply the lashes. If I have to, then I touch up the liner after the glue has dried, but usually I don't if I apply them carefully. Then I put mascara to blend the falsies with my real lashes.  

If I don't line first, I find I have trouble doing it later because I like to tightline (get color in my actual lashline to make it loof fuller). Just my own preference, try both ways and see which whay you are most comfortable with. Good luck.
