False early signal indicates lower bobin empty...

Question

Have a 1000 that has a persistent problem of indicating the lower bobbin being empty when in-fact it is still loaded with thread. Had it serviced with a change of what I suppose is the infrared sensor, nothing improved. 
Can anyone help
