On a family guy episode brian and peter escape an institute and go over to a pregnant mothers institue. While at the institute they putting the sleeping womens fingers into a liquid. This liquid induced birth for everyone. What was this liquid?

I think it was just warm water to make them all pee themselves.  It wouldn't cause labor, it was just for lols.
