I'm not sure about a filipino male who 'shot jeepneys' but i do know of a famous (not exactly mainstream, but still quite recognized) female director/filmmaker who is a Filipino but whose alias sounds like Japanese. Her name is Lupita Aquino Kashiwahara, the sister of the late Ninoy Aquino and director of several acclaimed movies like Babae at Minsa'y isang gamu-gamo.
