Fan Keeps Coming On

Question

Toshiba A215-S5837. Fan keeps coming on constantly. Just about every 10-15 seconds then shuts off after about 5 sec. The CPU is only running at about 10% and 43c. Is there a way to control this fan? The computer is only two days old so I know that the CPU and Fan are not dirty. I have tried messing with the power option settings in Vista to stop it from coming on so often but that doesn't seem to work.
