i was wondering if the commish can manuel select the draft order?

yes he can pick the draft order and put every one were he wants them to be

Yes, absolutely.

It's most commonly used to accomodate Live Draft formats, where order may be chosen out of a hat, or is dictated by previous order of finish, whatever.  It is supposed to be randomized for off-line drafts.

It's in the commissioner tools.  

In a Public League, I'm always very suspicious when the Commissioner has the first pick.

Yes, The commish can set the draft order but it will show that he did that on the main page of league under recent transactions

Yes, the commissioner can manual set the draft order.  One of the options when you're setting up the league is to manually select rather than having it be random.

No, it's not cheating.  Some leagues use the reverse of the previous year's order, or they have their own way of setting the order.
