Question

if i join a custom league and say i win the championship, do you get a winners league the following year even though it was a custom league. Or do you have to win a regular public league to get a winners for the next year? thanks

To get in a winners league, you have to win a public league. Sorry, that is just the way that they do it. Unfortunately some people set up leagues with friends or multiple ids just to win.
