Yes, the basic public leagues are free.

StatTracker, their live scoring is $9.99, or their draft kit bundle goes for $14.99.

If everyone in the league wants Stat Tracker, a Yahoo Plus League is $124.99 for up to 20 teams.  In theory, if everyone will pay you back, it's a better deal and Plus has some more bells and whistles/comissioner tools and option than the free leagues.

Everyone gets Stat Tracker and the Draft kit in Yahoo Plus.

It is free as long as you do not create a team in a Yahoo Plus league in which case you would have to pay then.

A basic league is free, but there are premium leagues as well that are fee based. Also, they generally charge $10 per person for live scoring, but not everyone in the league has to get it if you do the free league. It's an option either way.
