Fast eye movement. Is this normal? I need the name?

I have found that not many people can do this, but this may sound silly but I can move my eye faster than others can. When I do this I just look at a certain point, then I see blurry and my eyes start shaking. I see a blur and I can stop it and do it again whenever I wish. Sometimes I can't control it.

I also found weaknesses to this. I can't do it when there are no lights because I can't fix my eye on an object and I can't do it when an object is moving. I also can't move my eyes like other people can. My eyes start shaking when someone asks me to follow lets say there fingers.

In conclusion. I just want the name of this eye problem.
