Fasted moped i can have in NJ without any license?

Question

My boyfriend is losing his license due to a DUI, can he get a moped that goes 35 mph without a license? If not, what is the fastest speed moped he can get in NJ (gloucester county) thanks! =]

He needs a valid drivers license to drive a moped. Since he lost his license for a DUI I really have no sympathy for him and hope he learned from this that driving a vehicle requires some responsibility.
